Mainstream's 2021 Public Policy Platform

The Mainstream Coalition is dedicated to creating a more representative and responsive government by empowering informed participation and meaningful action in the political process. One way we seek to achieve this is through public policy advocacy. While Mainstream supports a number of standing positions, this platform is intended to articulate our specific policy goals on anticipated issues in the 2021 legislative session.

For the 2021 Kansas Legislative Session, the Mainstream Coalition supports:


  • Expanding Medicaid to cover over 150,000 individuals who currently fall into a coverage gap.
  • Maintaining a woman’s right to make personal and private reproductive health decisions, as provided by the Kansas Constitution.

Local Government

  • Repealing the tax lid and supporting local elected officials in making informed tax and revenue decisions for their communities, consistent with Home Rule.

Public Education

  • Maintaining current public education funding levels, despite a pandemic related economic downturn.
  • Eliminating the use of taxpayer money to fund private, parochial, or unaccredited educational institutions, including tax credit scholarships.


  • Creating an independent, nonpartisan commission to redraw electoral districts that accurately reflect the 2020 Census results.

Voting Rights & Access

  • Enacting no-excuse permanent advance voting by mail status.
  • Ensuring that all eligible—and otherwise qualified—provisional ballots are counted.

As 2020 wraps up and we look ahead to 2021, we're ready to do the work involved in keeping Kansans informed and engaged. This year was difficult for all of us.
